Cutout Tool

A developing headless workflow for making image and cube cutouts and mosaics.

The Cutout Tool is being defined as a reusable way to extract regions from astronomical images and cubes and combine compatible inputs into mosaics. Its intended scope is independent of the source archive and coordinate system, with headless execution and a future programmatic interface.
